Vice President, Administration & Counsel
Mary Frederick Coy is Vice President Administration & Counsel and
Assistant Secretary and Fiscal Officer for the Toledo-Lucas County
Port Authority.
Appointed to her current position in 1997, Ms. Coy oversees the
Human Resources, Legal and Administrative Divisions which provides support services for the Toledo-Lucas County Port Authority divisions, including Finance, New Project Development and the Port’s two operating divisions: Seaport and Airports.
Prior to joining the Port Authority staff as Staff Counsel in 1986,
Ms. Coy was a litigation associate with the Toledo law firm of Fuller
& Henry and a product liability and commercial litigation associate
with the Detroit, Michigan law firm of Dykema Gosset. Ms. Coy also
taught junior and senior high school in Kentucky, Toledo and
Perrysburg, Ohio before joining the Port staff.
A native of Elizabethtown, Kentucky, Ms. Coy earned her Bachelor of
Arts degree from the University of Kentucky, majoring in history and
political science. Ms. Coy earned her Doctorate of Jurisprudence
degree, cum laude, from the University of Toledo College of Law where
she served as a Student Bar Association Representative, was a member
of Phi Kappa Phi Honor Society, was elected to membership in the Order
of the Coif, selected as Note and Comment Editor of the Toledo Law
Review, and authored, Note, “Santosky v. Kramer: A Higher Evidentiary
Standard Is Applied in Parental Termination Rights Cases, 14 U.Tol. L.
Rev. 165 (1982). Ms. Coy earned University of Toledo College of Law
Book Awards for Copyrights, Patents and Trademarks and Real Estate
Transactions and the American Juriprudence Book Awards in Contracts
and Property.
Ms. Coy is a current member of the Law Review Committee of the
American Association of Port Authorities (AAPA), the Legal Committee
of Airports Council International-North America (ACI-NA), and the
American, Ohio and Toledo Bar Associations.
Ms. Coy is certified through the Society of Human Resources
Management (SHRM) as both a Professional in Human Resources (PHR) and
a Senior Professional in Human Resources (SPHR) and is a current
member of SHRM and the Toledo Area Human Resources Association (TAHRA).
