LAKE ERIE PORT MANUFACTURING & INDUSTRIAL CENTER - PHASE 2

This contract is for all construction services necessary for the above-referenced project at Ironville (formerly known as the Chevron property), 2863 Front Street, Toledo, OH 43605, in accordance with the approved plans and specifications, for the Toledo-Lucas County Port Authority at One Maritime Plaza, Toledo, OH 43604.

Bids will be received at the Port Authority’s administrative offices at One Maritime Plaza, Toledo, OH 43604 until Thursday, March 8, 2012, at 3:00 PM, at which time and place all bids will be publicly opened and read aloud.

The project is located at 2863 Front Street, Toledo, Ohio (formerly known as the Chevron Property). The proposed project is the redevelopment of an existing brownfield site, generally described as the construction of approximately 531 feet of sheet pile dock face and anchor wall along the Maumee River, installation of mooring bollards and dolphin, stone drives leading to and from a proposed asphalt loading area and dredging approximately 33,200 cubic yards of Maumee River bottom adjacent to the dock face. The work limits are bounded by the Maumee River and an adjacent recently constructed industrial spur track. Primary work items consist of: Sheet Piling, installation of a fender system, embankment and stone drives, asphalt loading area, water quality structures and wetland mitigation. Alternate Bid items include 100 ton and 50 ton bollards, river dredging and a 25’ diameter dolphin. Engineer's Estimate: $1.78M (Base Bid) and $1.17M (Alternate Bid Items).

Plans, Specifications, Instructions to Proposers, and Forms of Proposal and Contract are on file, and may be obtained by either (1) obtaining hard copies from Becker Impressions, 4646 Angola Road, Toledo, OH 43615, phone 419.385.5303, during normal business hours, or (2) ordering and paying through Becker Impressions’ plan room at www.beckerplanroom.com at a non-refundable price of $30.00.

Proposals must be submitted on the form included in the Specifications and shall be accompanied by a certified check or an acceptable Proposal Bond with satisfactory surety specifying the Toledo-Lucas County Port Authority as the obligee, in the sum of not less than ten percent (10%) of the total proposal amount.

Any bid may be withdrawn prior to the scheduled closing time for receipt of bids.

The successful bidder will be required to submit a Contract Bond and Certificate of Insurance.

The Port Authority’s goal for disadvantaged business enterprise (DBE) participation in the project shall be fourteen percent (14%), and bidder shall provide documentation of its ability to achieve that goal or, if the Port Authority’s goal is not attainable by bidder, bidder shall provide an affidavit detailing why that goal was not attained. A bid that fails to meet this requirement will be considered non-responsive.

The lowest responsive and responsible bid shall be determined in accordance with the Port Authority’s Resolution No. 68-00 as found in the General Conditions.

The Port Authority reserves the right to reject any or all bids, and to waive any technicalities as it may deem best for their interest. The Port Authority also reserves the right to add or subtract from quantities shown in the proposal.

Please note that there will be a pre-bid meeting followed by a site walkthrough for this project for all prospective bidders on Tuesday, February 28, 2012, at 2:00 p.m. in the Port Authority office at One Maritime Plaza, Toledo, OH 43604. Attendance is suggested, but not necessary.

DOCK WALL BULKHEAD REPAIR - TOLEDO SHIPYARD

This contract is for all equipment, tools, materials, qualified labor, supervision, and services necessary to complete the construction for the bulkhead repair of the dock wall between Dry Dock Nos. 1 and No. 2, Maumee River, Toledo Shipyard (Ironhead Marine, Inc.), 2245 Front Street, Toledo, OH 43605, in accordance with the approved plans and specifications, for the Toledo-Lucas County Port Authority at One Maritime Plaza, Toledo, OH 43604.

Bids will be received at the Port Authority’s administrative offices at One Maritime Plaza, Toledo, OH 43604 until Thursday, March 8, 2012, at 3:00 PM, at which time and place all bids will be publicly opened and read aloud.

The work includes furnishing and installing approximately 244 linear foot of steel sheet piling between Dry Dock Nos. 1 and 2, furnishing and installing concrete anchors, extending underwater discharge tunnel, furnishing and placing approximately 650 cubic yards of pumpable underwater concrete, furnishing and installing wooden pile cluster and fender system, removing eight submerged wooden piles. The engineer’s estimate is $751,000.

PARKING GARAGES LIGHTING RETROFIT

This contract is for the procurement only of retrofit induction lighting fixtures for the project entitled “Parking Garages Lighting Retrofit – Supply Bid Package” at the Vistula, Superior, and Port Lawrence Parking Garages located in the City of Toledo, in accordance with the approved specifications.

This project consists of retrofitting all existing high pressure sodium fixtures at the Vistula, Superior, and Port Lawrence Parking Garages with equivalent induction fixtures. This bid package is for the supply only of the lighting fixtures, and is not to include any installation. The bidder is to provide a combined BASE BID price to supply lighting fixtures for all garages based upon the quantities presented in the unit prices on the bid form. Proposed induction lighting fixtures must be in accordance with the included technical specification.

BPI COMMERCIAL AUDITOR TRAINING

The Toledo-Lucas County Port Authority (the “Port Authority”), in conjunction with workforce development plans for the BetterBuildings NW Ohio Energy Efficiency program, seeks individuals interested in receiving training to obtain professional certifications from Building Performance Institute (BPI) certified training organizations.

The objective of the training is to enable certified individuals and/or companies to obtain work as commercial energy auditors for small commercial and multifamily buildings.

The certifications to be achieved by this training include:

• BPI Building Analyst and Envelope Shell Specialist (45 hours);

• BPI Multifamily (45 hours);

• Clean Edison Commercial Analysis or Equivalent (45 hours).

Training for each level is based upon successful completion of the entry level BPI Building Analyst and Envelope Shell Specialist training and test and each successive course and testing.

Qualifications for training eligibility include:

• A high school diploma or general education diploma (GED) with competencies in math and science, as well as written and spoken English;

• Satisfactory results on physical examinations (including urinalysis to determine unlawful use of drugs);

• Satisfactory results on a background investigation;

• The physical demands and work environments described here are representative of that which must be met to successfully complete this training.

While working toward accreditation, the trainee will be exposed to various office and outdoor environments. The noise level in the office environment will usually be moderate. Outside, the noise level may be loud. The trainee may be exposed to the weather conditions prevalent at the time and may be exposed to dust, grease, noxious gas or fumes, extreme heat, humidity and vibration. The trainee may be required to work in confined spaces and at varying heights. The work may involve an element of personal danger.

Additional requirements include:

• Trainee must have the ability to travel to training locations in Ohio, SE Michigan, and other out-of-state locations as approved.

• Due to the quick turnaround required on reporting and systems used in commercial audits, the trainee must have access to a laptop computer and be proficient with Microsoft Office, Word, e-mail, Outlook, PowerPoint, and Excel.

Preference will be given to individuals who demonstrate an enthusiasm for energy conservation and have developed a business plan for obtaining professional certifications outlined and conducting commercial energy audits and consulting.

Preference will also be given to individuals that possess additional education or work experience that would ensure the successful completion of professional certifications and delivery of commercial energy audit services listed above. This could include a bachelor’s degree in business, engineering, education and/or equivalent work experience in energy services and construction.

A successful commercial energy auditor:

• Must possess exceptional interpersonal communication skills, along with time management skills, and excellent report writing and analytical skills.

• Must be solutions-oriented as they develop energy conservation measure recommendations and assist their clients in converting the energy audit into an action plan and building energy retrofit construction project.

• Must have proficient sales and marketing skills.

• Has a key role in educating clients and the public on the benefits of engaging in and completing the energy efficiency process.

• Should exhibit a professional manner and dress and be able to develop trust and rapport with their clients.
